A: A fake book is a collection of many songs written in leadsheet style. That is, there is the melody line and chord changes. The bass player reads from chord changes, the guitarist reads from the same book playing the chords and or reading the melody as does the pianist.

Q: Is it Important for a bassist to be able to read from a fakebook?
A: A good bassist must be able to create bass lines from chord symbols if he/she expects to play alot. And you need resources of many songs so when you are called on to play something you do not know, you run to the fakebook and your CD collection and pray it is there.
